first when did 4 megabits became slow?
second you can change your steam download region in the downloads settings. change it somewhere closer.
third perhaps your disk speed is the limiting factor.
fourth sometimes clearing the download cache helps although that'll remove all the progress on your download (obviously). it helped me a few times where the download was starting very slowly.
since like 2010, finally broke free like 8 years later😮💨
