4mbs being called slow is crazy to me
If I could reliably get 4MB/s my online world would drastically change. Like I could actually play games and shit, hd video being the default. The dream that would be
Capitalization is important here, though. 4 MBps is 8x faster than OP's pic of 4 Mbps.
Either does HD video and should play most games.
Depends on area and infrastructure pretty heavy. I can get 200x that on a good day in my current location and have been in places where that is some damned good speeds.

Yeah I was mostly referring to Internet speeds in general moreso than steam. Steam fills whatever it is given.
When installing games you are both downloading, decompressing, and writing at the same time, so it is a multifunction cpu/memory/storage benchmark.
On a laptop if moving to a closer datacentre does nothing there is very little you can do.
Double check that you didn't accidentally enable "Limit download speed" in the Steam Settings > Downloads?
Try a different steam server? You can choose different cities. Also ISP may throttle services like steam since it uses a lotta bandwidth.

second you can change your steam download region in the downloads settings. change it somewhere closer.
third perhaps your disk speed is the limiting factor.
fourth sometimes clearing the download cache helps although that'll remove all the progress on your download (obviously). it helped me a few times where the download was starting very slowly.

I remember in the past steam would do maintenance weekly and it could interfere with downloads. Maybe that is what’s going on?
Steam has some wonkiness going on with download speeds. Your computer is doing multiple operations, so it's going to be bottlenecked by stuff other than the network, but either Steam has some wonky bandwidth limiting per client set up on their CDN or their servers are just constantly being hammered (possibly both).
Steam does not have per-client bandwidth limiting. They will fill whatever pipe you give them.
What kind of speed do you get on fast.com? You sure it's not just your pipe?
around 140mbps according to both fast and speedtest.net
I usually get around 10% of my speedtest speed in my steam downloads, and that’s with a M.2 NVME.
What kind of hard drive do you have? Solid state or disk? You could be write buffer constrained.
actually that might be it, it’s a pretty shit laptop but can run a few games with the lowest graphics settings possible obviously. Just now, the speed has shot back up out of nowhere
