Am I reading the interface right that this is a UN sort of system, but weighted by population or something, and one state is able to outvote the entire remainder by almost an order of magnitude?

Empire vote counts are weighted according to multiple factors (population, tech, fleet power, economy) that can grow or shrink depending on which resolutions are passed, e.g. disarmament resolutions reduce the weight of fleet power even if fleet power itself doesn't change.

So it's basically a clout meter? Or I guess a power meter, which makes this war by diplomatic means.

It's clout that's separate from your fleet strength. You can have tons of diplomatic weight with almost no fleet and use it to get the rest of the players to do what you want.

It's a pretty neat addition to the game.

War is diplomacy by other means. This is just regular diplomacy.
