Never got far enough to play politics. Whenever I reached the limit of natural expansion eventually a more martial neighbor would bully me. I'm far to accustomed to CK where I can build my kingdom by piecemeal and wait for moronic, inbred neighbors to shatter their kingdoms for me scoop up the pieces.

Am I reading the interface right that this is a UN sort of system, but weighted by population or something, and one state is able to outvote the entire remainder by almost an order of magnitude?

Empire vote counts are weighted according to multiple factors (population, tech, fleet power, economy) that can grow or shrink depending on which resolutions are passed, e.g. disarmament resolutions reduce the weight of fleet power even if fleet power itself doesn't change.

It's clout that's separate from your fleet strength. You can have tons of diplomatic weight with almost no fleet and use it to get the rest of the players to do what you want.

It's a pretty neat addition to the game.
