I think this is related to him doing renovations on the White House. There was some talk about building a new expansion on the White House (a ball room?). In boomer logic, you have to stand on top of the roof to envision a new construction project. He yelled something to the press about spending his own money to benefit the country. I'm not sure why the press was there.
It's a funny pic, but it's definitely pretty normal "boomer doing home renovations" behavior.
Makes perfect sense and yeah, they're adding a huge new ballroom that deforms the White House like a tumor on a rat.
