Yes I do have the entirety of Wikipedia on my personal cloud. That is a prudent step. You should too.

https://kiwix.org/en/ Is a good start. They have relatively up to date downloads of multiple knowledge bases like wikipedia.

Under 200 GB for all of Wikipedia in English using Kiwix.
