Cash doesn't build nukes, labor, machinery, and raw materials do. Russia has enough of both, they can just print more money if they need to.
But those labour, machinery and materials could be used for more productive uses. I agree that you need some nukes to protect your country, but both Russia and the US already have enough nukes to send humanity back to the stone age. Why build even more?

Russia doesn't have all of any of those oblasts except Crimea. Even there it's had to withdraw all ships from Sevastopol. Russia has been halted and its men keep dying in the mud, trying to advance.
