I can imagine really dense chuds seeing The Order as being sort of satanic. Its actually a cult that formed based on the land's indigenous people's religion blended with Christianity brought over by settlers.
My 2000s Silent Hill nerd button has been pressed so here's more fun info on the Cult's lore.
