Nah, people fleeing the boonies are in the right to do so (not that I'm biased since I was born in bumfuck nowhere and want to live somewhere where I know my neighbors don't want to kill me.)
What New York SHOULD do is mass deport the CHUDs on Staten Island and Suffolk County, then it's goated.
