Sovcit shithead should be convinced to find an ocean and start swimming. Tell him Atlantis is real and they issue passports but you have to get there under your own power (no boats / aircraft allowed) to be eligible.
But what if I'm using a private ship (not a boat)? I am a sea traveler, not engaged in sea commerce, and I have a red stamp on my ass as well.

You'll have to put up a flag with no fringes to maintain your not-a-boat status.
If they go into international waters they won't be under any government at all. That's a great idea. Ship'em all out to sea!
