When I do wear dresses it's with leggings/tights so I dunno if this counts but otherwise I'm the "worldly with a conscience"
Tights it definitely does. Tights are like underwear that it's okay to show parts of in public. Leggings are closer to pants, so in that case it doesn't count.
They're short leggings tho.

That's totally fair. There's also shorts which do count. Such a fascinating system now that I think about it.
