Yeah, if the apportioned budget was spent on this INSTEAD of armaments. But we all know this is in ADDITION to the all of the weapons Israel demanded. The bill that passed in April allocated $4.4 billion for "other defense supplies and services provided to Israel" in addition to the tens of billions in military hardware.
