TL;DR Both are crap and don't respect your choice when opting out. iOs is even (a tiny bit) worse than Android, as info of nearby devices are being also sent.

Also there's little you can do to improve iOS privacy.

With Android, even without root, you can disable pretty much any app, install an always-on VPN, and choose better apps (e.g. Open Source from FDroid)

And if you root or flash another OS such as Lineage, DivestOS or Graphene, you can really tighten up your privacy.
