They'll have USAF ATC come in if required. Like during the strike in 80s when Reagan took the union out back and gave it the ol' "think about the rabbits" treatment.
They went on strike under Reagan and he fired every single one, getting scabs, retirees, and military ATCs to take their places. So yeah ATC work is pretty fucked and will continue to be so until something breaks.
