Seems like fake news, she is just repeating what Maduro said, that the US and Venezuela should cooexist peacefully, and that if the US wants Venezuelan Oil they'll have to pay the same price as everyone else, but she also said (like maduro) that if the US wants they can work together in extracting and processing the oil (Biden had promised to send Venezuela new parts after the Barbados Agreement).
