I'm more confused about the fact that the salmon go in backwards
Once inside, they instinctively swim against the strong current of water rushing downward. That means they end up moving backward down the spiral, eventually getting pushed out the bottom of the helix into the river.
This method has lead to better survival rates than when the fish were spilled over the top of the dam.

You use this to combine several C-tier fish into one B-tier fish, or split a B-tier fish into multiple C-tier ones. Or same with other adjacent tiers, though there's some additional inefficiency penalties with higher tiers.
It's pretty useful for compact setups where you need a specific tier of fish, but it's much more efficient to collect all types fish and implement some filtering logic to route them by tier to where they're needed.
