Fair callout, I meant it in a sense that there wasn't even any pretext even using empire's own rules. But I completely agree with you.

Came here to say this. You're not allowed to torture guilty people either. It's not worse that some were innocent because innocent people aren't less deserving of torture than the guilty cause there IS NO GRADIENT ON THE MORALITY OF TORTURE, it's never ever ever okay and there is no circumstance that makes it more justifiable. To include this just means the author is willing to make exceptions regarding torture.
