Tbf, by his time this had consolidated quite a bit already. With Prussia controlling almost the entire northern half of what would become Germany. What was impressive is how he pulled it off despite literally everyone around germany (aside fromt he danes, they wanted to join) trying to prevent it.
I feel like you just need to re-form Prussia and the rest will just naturally follow without an additional push.
