It's probably not like government officials are giving direct orders on when shots will be fired anyway. More likely scenario is that govt officials are linked to funding and logistics support for the radical groups who are already itching to kill khalistani anyway, and radicals are not always the kind to lay low - on the contrary, radical orgs thrive given momentum.
Some Indian news outlets are saying that this was a rival gang retaliating for an earlier murder. (Of someone else on their terrorist watch list)

Modi is a member of the same far right group that Pierre Poilievre is. The same group that Harper runs, with the goal of making the entire world far right.
If anything, Modi would be told to ramp it up by Harper. It makes us scared, and scared people vote Conservative.
Edit: and while that is admittedly conjecture and conspiracy nonsense. Harper is crazy and power mad enough to do that. He broke election law with robocalling, and put millions of Canadians at risk by shutting down the coast guard facility in the busiest seaplane port in the world, as well as the busiest cargo crate port on the west coast of the Americas.
