No change is gray and maximum increase is slightly darker gray. Perfect!

I think the legend has an error because the biggest changes mentioned in the article I got this from are in Dark Green on tha map.
What a horrid scale. Doesn't include all colors represented on the map and doesn't even have them in some sort of order to help maintain visual order of the scale...
