I can at least kind of see Eisenhower being sincere. Not out of any concern for the wealthy making profit off of mass death, but because it's pretty obvious that if all your guns are coming from profit seekers then that's inevitably going to screw over your military's ability to actually fight, which he has a personal vested interest in.
This is just Biden doing a victory lap while giving ammo to the DNC to claim that they give a fuck about anyone other than their donors.
