There actually is a legit reason for this. Compromising material on diplomats, soldiers, and their staff are easily acquired this way. For example, creating a secret recording of the the encounter, which then can be used to pressure the target to work for the other side. The Russians love this stuff, I just can't remember the exact word they use for it. Compromat or something like that. Compromising material.
Though ironically, this will make it easier for Chinese to blackmail those who get lonely and have relations anyways, since the relations themselves could be used to threaten jobs, rather than needing some extra step to make it scandalous.
