It’s because your farmers make more money than they would if they were a gold miner. Unlocking subsidization would kickstart it until the gold mine wages rise enough, or you can wait/encourage migration until the province has a large enough pop that they have no choice but to work in the mines since it’s the only job

Same in the us. Hybrids and electric cars, motorcycles, etc must emit noise above a certain dB requirement if it can go faster than like 20mph
