I think thats just a cover. In reality they want to go back to a time where only the upper classes got educations. Theyre dismantling public schools too. They want an uneducated population that they can conscript into an army and send off to loot resources for them. If they need skilled labor theyll import it via the H1B visas and similar programs and use them like indentured servants with the threat of deportation over their heads constantly.

I dont think Brazil will see much benefit in cooperation with smaller, more geographically close by anti-imperialist powers.
