Yes he is, and always was. His 'techbro asshole' archetype was a point of immense pride among his devoted followers, it was most visible on slashdot and newsgroup discussions back in the late 90s to early 00s. A state here never has enough funding to meet the high financial cost of many medical practitioner fiefdoms, so the poor and most needy get de-prioritized and kicked to the curb. Waiting times for care are long and few places will take such patients, in addition to giving only the bare minimum of material assistance (i.e. the cheapest "get them out the door" fix for their ailments). Story as old as time under privatized capitalist healthcare regimes.
