Where does it specifically mention disabled people? Welfare includes unemployment benefits.

It's literally at the top of the article before the break, and DisabledAceSocialist included a bit of this in the body of their post. I generally recommend reading an article before asking questions about it, in case the question you are asking is answered in the article.
