Natal is Portuguese for Christmas (aka jesus birth), which is where the province was discovered. Natal and Natal mean the same thing both birth.
You're not wrong that it's 100% a 14 words type of "repopulation" they want but it seems more likely that the natal in the name just refers to birth rather than the South African province
