Xi wouldn't meet with Vance, it would not be a good look for the leader of China to meet a non-leader.
If Vance was to meet with Chinese officials it would be with someone else.
Could just be gerontocracy. I'm not personally a believer that Trump is just a figurehead, but it's certainly possible that he's too old to be a good diplomat any more.
