Because they've been slowly sounding out how much they could get away with for a long time: pushing the envelope a little bit further, seeing what the response is, and then pushing it some more then they see they can get away with it.

They don't have to, though. There's a vast army of pigs in California. Way more than enough to handle protests of this scale.

A few protests can be handled by cops, what they're scared of is a repeat of the BLM uprisings. They're trying to get ahead of the problem before it spreads to every city.

BLM spread because of police brutality and overreactions. If they are trying to "get ahead of it" by escalating into extreme violence quickly it will only escalate the protests faster.

The way to "get ahead" of BLM and actually subvert it is to do what Joe Biden and the Democrats did. Coopt the peaceful elements of the movement into the corporate, NGO and DNC controlled sphere, alienate and isolate the radicals, give promises of reforms and then never do anything. Every heavy handed thing the Trump administration did only made the protests in 2020 worse for them and empowered the radicals.

That's clearly their plan for the anti-genocide protests, after all.

Some of the cities are sanctuary cities and the mayors have ordered the local PD to stand down and not join ICE/DHS.

Bringing in the National Guard is a way to circumvent that and get ICE reinforcements without having to do the slow legal confrontations to dismantle what's left of sanctuary cities

They know that as the empire continues to fall and their overreach begins to affect more lives, protests will grow.

The standard pigs can handle what we have now, they can't handle what is to come.

Whether this move is to pre-empt a coming change of the "big beautiful bill" that guts medicare/medicaid and other social programs, an even broader "sweeping net" policy on immigration, direct hostilities with Iran/China, something else, or all of the above...

They are predicting a broad national outrage over something.
