EDIT: I jumped the gun a little and didn’t see that apparently he got a visit from the local authorities. Still, if he’s not locked up it’s good to be wary of him.

If the pigs can't quell the protests without looking too bad, this'll be the next step, sending in the CHUDs and having them "accidentally" get past police blockades and just start shooting.

That "visit" from authorities probably involved instructions.
