I don't even understand how it applies, does he mean something else?
the "retro" music being from the wrong decade is a ripoff for the sophisticated nostalgist, and despite america having hardly any romani we managed to import the bigotry against them.
The slur is also used as a verb to mean "scam," so it's about the DJ (hip-hop) scamming the nostalgia enthusiasts ("no refunds").
I'd rather the term not be used, but that's what he was going for
Hip-hop.
