It's simple: just because a place says they're communist/democratic/free/amazing doesn't make it so. I used the DPRK as a really basic and simple example, but it was too complex for you apparantly.

I admit its been a decade since I read the manifesto, but there isn't exactly a revised version out there. Communism is achieved by going through various stages. The second to last is tyranny of the proles, and the last is true communism. There is no mechnaism to move from tyranny of proles to true communism.
Beyond everything else, you can't achieve communism in the way Marx laid out.
Some people will take any disagreement as a personal attack.
Everyone can read the Manifesto of the Communist Party at marxists.org if they would like and see for themselves how it lays out the move toward communism.

It's like efficiency of machinery and rotating equipment. It can never reach 100%, but you can try to get close to it. 100% efficiency and communism are both unattainable ideals.
