I would ask what is the point of DRM that stops people from modding Resident Evil Revelations, a ten year old 3DS port, but clearly I don't make the decisions over at the multimillion dollar corporation so I wouldn't get it.
Combo of the embarrassment over the nude Chun Li incident, and (almost certainly more importantly) the desire to stop people from moding in their DLC to SF6, since there was media coverage of people modding in the outfit 3 DLC.
Doesnt explain doing it to old games tho really.

People want in games they paid for and just modded, the company is still getting the cash so what's the harm?

I imagine its not the mod existing, its the public embarassment. Still dumb though.
Being able to cheat also removes any incentive to buy cheat, unlock and consumable item microtransactions
