Im under the assumption he flew over there without prior arrangements and was going to try to use the media buzz as leverage to get an interview. It would be slightly less but still very funny if they turn him down.
Imagine if they arrest him for being a US spy/agitator, that would be even funnier.
Funniest possible outcome is they shoot down his plane and go with "maybe the plane was always like that" as the story.
