This is a guy who claimed he'd seen the headless corpses of 40 Israeli babies, in the wake of the Oct 7th attacks.
What if he's visually impaired and he's doing the visual version of nodding along when you can't hear someone? You never know!

Joking about this is just a reflex at this point. This is horrifying.
The stutter thing has always been ridiculous. Dude has been a politician long enough to oppose bussing. If he had a stutter he would have been sent to a Nitwik School like Frank from It's Always Sunny and banned from public service. People of his time would not vote for a dude with a stutter.
He did have a stutter at one point, there's archival video of it. But not any time in at least the last 30 years.
Of course he's visually impaired. He's 95 years old and he squints harder than Clint Eastwood
