Except chaos, various authors try to put in some Dark Mechanicum or other cogbrains for chaos in books, but it's still painfully obvious that entire chaos manufacturing and logistics nearly everywhere is just magic.

That's why converting to chaos will solve problems like infrastructure or deindustrialisation or not being able to genocide entire populations for no reason... of fuck that explains USA, at least partially i guess they have the murdering part but are still bad at magic.
