I agree with your second paragraph. I visited years ago for a day or two and the city basically seemed empty to me, which I found weird. Just not a lot of people were around. It’s very different from a place like NYC, which is completely packed.
it never really recovered from the stay-at-home order, not that it could compare to NYC anyway
