In the video it appears that Gamboa is open-carrying an ar-15 (legal in Utah) but doesn't run until the peace keeper shots at Gamboa.

Sounds like the guy in the vest only had a split second to act, and there was no clear shot because Gamboa ran toward the crowd with a rifle.
