liberals and socdems are like the pathetic reform movements that try to reinvigorate the dying empire by making small adjustments

however the US empire is still somehow an exporter of global imperial violence while the late qing was mostly a victim of it

The late Qing never had the same imperial ambitions as the US so maybe comparing it to another colonial empire like the British who still manage to export violence despite being well past their prime

The next DOJ can have such a sweet job with how this is all being setup. They'll just need to copy the official press releases to evidence and dump admin officials at the Hague. While it's been very difficult for this DOJ, I don't imagine it would be too hard to abstain from commenting on active cases.
