Tense is relative time (had happened, happened, happens, is happening, will have happened, will happen, will be going to happen after, and I'm sure one could come up with even more convoluted intuitively usable tenses in english), the thing that modifies the object/subject relationship in a sentence is the voice ("subject does [to object]" vs "subject is done to by agent" in english, but theoretically a language could change that up more I just don't know of any examples off hand).

I looked around various Canadian news sites, and so far it's total radio silence on this. The only articles I could find are the one you linked to, and one from RT.

No it's actually getting removed permanently. Apparently a the Canadian Ukrainian community in the area got involved after the Nazi in parliament event. A Jewish group was trying to get it taken down for years but as soon as the slava crowd said "we dont want people knowing we are nazis" it came down.
