The entire country of Uruguay only has a population of 3.4 million people and Montevideo 1.3 million, I don't know what you expected lol. Of course it's going to feel "dead" compared to any major US city. Philidelphia has 200 000 more people living in it than Montevideo.

i visited montevideo once, it was pretty quiet compared to buenos aires. my impression was it was full of old people and all the young people went to BA.
