Police controlling swarms of protestors using kettling and plastic bullets

Protestors using slings, defending themselves against tear gas

There are so many games about guns, it would be fun to have one really exploring non-lethal weapons

I can imagine a Lemmings-like where you have to organize specific people to direct and manage the crowd for different objectives, while still trying to keep as many people out of cop custody

Cops literally build cities in which to train on how to crush protest.

Having a low risk, low investment way for people to learn how to counter police tactics would be excellent. An engaging game could play a small role in preparing people for protest before they even become politically active and normalize it.

I remember a beat em up from 2002 called State of Emergency where you rioted although it was incredibly arcadey, you also could play as someone who was basically B Real from Cypress Hill because y'know, game from 2002.

That was published by Rockstar not long after GTA III. I remember some people being disappointed with that in mind, although Rockstar didn't develop SoE.
