Ehh, it's not great but x1.5 mult is still pretty good, even if the actual Joker is useless. Plus if you find something better it should have a decent sell value.
Polychrome is always good and IIRC you can still get face cards from the standard packs or buy them with the Magic Trick voucher.
Honestly polychrome is much better than +30 chips for face cards.
Every build needs +mult, +chips, and x-mult, so having both in one card is actually great despite one being a kinda weak one.

the free [x] joker tags are total bait and always bad (except start of game foil/holo, which is sometimes good)

Open the Mega Buffoon pack there, you might find Pareidolia and suddenly the entire deck is face cards
Gamble it all on face cards
Encounter the boss blind that debuffs face cards
Curse Jimbo and start again
The thing about those tags (foil,holo,poly) is that they give a guaranteed (50c,10m,1.5x) (not on orange/gold stake)
The accompanying joker does nothing most of the time as most jokers are very specific, but getting 50c or 10m early can be very powerful
