Can I just use this opportunity to say it sucks to be a midcareer nonconformist? Although I'm a very fluent English speaker, I'm not a native so my instincts may be a bit off here, but... this reads like a text you would find in an elementary or lower-intermediate ESOL textbook. It has the writing style and cadence of something that's written for children or people who are learning English.
If this was really written by Mr. Edward R. Martin, Jr., United States Attorney, he is writing like someone who's trying to communicate with a child, which would be funny in other circumstances.
I agree with your instincts —I think there's a good chance that it was written with the knowledge that Musk would post it publicly (and thus the audience is Twitter hogs), or written by Musk himself, possibly with a little bit of LLM assistance. Americans as a whole are pretty illiterate, though, so it's hard to say.

"Dear Elon" is pretty sus. It should be "Dear Mr. Musk" or [Musk's made-up position] Musk." No way this dude's staff would make such a mistake, especially in the context of someone sucking up to Musk.
