So rather than making it difficult for people to change regions (only being able to do it by showing Valve Support your visa to prove that you're in that region) and prevent buying anything when using a VPN, they decide to remove regional pricing on those areas and toss in many global southern countries with different economic conditions under one basket.
All while many Global Northern countries get to keep their own currency.

Unfortunately most quest-related NPCs are essential even when it’s some stupid little quest that doesn’t matter and should really just be failed by their death instead because it’s literally the least important thing ever. In fact I think you can see one of those in the background: there’s someone on their hands and knees and I think that’s someone with a short quest that goes nowhere, but who is still invulnerable.
