It's a Dorley Hall reference. I believe Typewriter Monkey wrote competitive breast growth in response to Dorley (satirising it in a friendly manner).

I would recommend everyone and anyone read Welcome to Dorley Hall and it's sequels at the top of my voice until I run out of breath.

If you are trans it will make you a better person, if you are cis it will make you a better ally (or turn you trans).
