It's for the county (subdivision of a US state), not the country.

At the very least, the company is the only one allowed certify US to Egypt imports as halal, possibly all imports to Egypt from any country

The company is ran by a Christian guy with no prior experience and is charging 10x more than the previous certification companies. Seems above board to me
