lmao, the chicken next to general tso and Mao got me.

there's an onion video floating around as a "Behind the Pen" with Kelly about his "process" with visual examples of his drafts and editorial changes.

basically a gag is that he is a billion times more cartoonishly racist and stupid than you would think, and he goes back and forth with the editor who makes him tone it down in order to get published. it's outrageously oniony.

I believe the comic is depicting a Chinese restaurant in the US. Chinese food restaurants in the US often sell Japanese food or elements of Japanese cuisine because Japanese restaurants were shut down during the WWII Japanese internment camps. US Chinese food restaurants started selling some Japanese foods to fill the market gap and many of the Chinese food restaurants still continue that.

All the Chinese places where I live are owned by Koreans. You can tell when they have bulgogi at the bottom of the menu.

Also pretty much all Mexican places where I live are owned by Salvadorian. You can tell when they have papusa on the menu and it's better than the tacos.

South Park is an "adult" animated cartoon created by Trey Parker and Matt Stone, two libertarians who have a "everything is dumb and caring about things is stupid" approach to politics and life in general. South Park often met controversy for its crude humour, and as a result, was very popular with teenage boys who uncritically adopted the smug nihilist attitudes of its creators. You could think of it kind of like the proto-Rick and Morty if that helps.

At some Japanese restaurants, there are raised floors with tatami mats and you're supposed to take your shoes off before stepping on them. It seems like the Americans from this comic haven't done that though. Here's a screenshot from Yokai Watch lol

To give a serious answer: no, Stan Kelly is a fictional character and all his cartoons are parody, made by a different cartoonist called Ward Sutton. Sutton is, unfortunately, a "Ridin' with Biden" lib, which makes some of his takes less cool.
