I guess my only solution here is basically gather all of them, in a movie, like Independence Day (the movie. Fake. Hollywood. The Hague Invasion Act is from 2002. I don't know anything about international law but all the US would need to do is fudge "intent" to make it cover Israel. "...or allied personnel" is already in the text.

The Act gives the president power to use "all means necessary and appropriate to bring about the release of any U.S. or allied personnel being detained or imprisoned by, on behalf of, or at the request of the International Criminal Court".
